Data governance and management in health: a scoping review protocol

Abstract
Health systems increasingly depend on reliable, interoperable, and secure data to support care, management, planning, and public policy. However, evidence on how Data Governance and Data Management are structured, implemented, and assessed in health organizations remains dispersed. This scoping review protocol describes the planned methods for mapping scientific and technical literature on Data Governance and Data Management in Health. The review will follow the Joanna Briggs Institute methodology and will be reported according to PRISMA-ScR. Searches will include scientific databases and grey literature sources. Study selection and data extraction will be conducted by at least two reviewers. The review is expected to identify models, practices, actors, barriers, benefits, and research gaps

Fernanda Farinelli, Faculdade de Ciência da Informação da Universidade de Brasília (UnB)
She is a faculty member in the Department of Library and Information Science at the University of Brasília (UnB) and in the Graduate Program in Information Science (PPGCINF/UnB). She holds a Ph.D. in Knowledge Management and Organization from the Federal University of Minas Gerais (UFMG), including a doctoral research internship at the State University of New York at Buffalo, and completed postdoctoral research at São Paulo State University (UNESP) and UFMG. She earned a Master's degree in Business Administration from Faculdade Pedro Leopoldo, a Graduate Specialization in Database Systems from UniBH, and a Bachelor's degree in Computer Science from PUC Minas.
She has more than 15 years of professional experience in data management, data administration, and data governance, having worked in both public and private organizations. With over 20 years of teaching experience at the undergraduate and graduate levels, she began her academic career at private higher education institutions in the state of Minas Gerais and currently serves as a faculty member at the University of Brasília.
Since 2024, she has been a researcher at the Brazilian Institute of Information in Science and Technology (IBICT). She is a member of the Laboratory for Information Organization and Processing (University of Brasília) and the Knowledge Representation, Ontologies and Language Research Group (ReCOL/UFMG). She coordinates the OntONeo Project, which focuses on the development of an ontology for the obstetric and neonatal domain.
Her research interests include information and knowledge organization and representation, applied ontologies, biomedical ontologies, conceptual modeling, data governance, data management, semantic interoperability, data analytics, and the application of technologies in information environments. She actively participates in research projects, has published extensively and presented her work at scientific conferences, and serves as a peer reviewer and member of editorial boards.
She holds the professional certifications Certified Data Management Professional (CDMP), Certified Business Intelligence Professional (CBIP), Certified Data Professional (CDP), and Oracle Certified Professional (OCP).
Marcio de Carvalho Victorino, Faculdade de Ciência da Informação da Universidade de Brasília (UnB)
He is an Associate Professor at the Faculty of Information Science, the Graduate Program in Information Science, and the Professional Master's Program in Applied Computing at the University of Brasília (UnB). He holds a Bachelor's degree in Military Sciences from the Military Academy of Agulhas Negras (1988), a Bachelor's degree in Computer Engineering from the Military Institute of Engineering (IME) (1994), a Master's degree in Systems and Computing from IME (2001), and a Ph.D. in Information Science from the University of Brasília (2011).
He has been a university professor since 2002 and has extensive experience in Information Science and Computer Science, with a particular focus on Information Systems. His main research interests include Information and Knowledge Organization, Linked Open Data, Database Systems, Decision Support Systems, and Data Science.
Amanda Damasceno de Souza, Programa de Pós-graduação em Tecnologia da Informação e Comunicação e Gestão do Conhecimento (PPGTICGC), Universidade FUMEC
She holds a Ph.D. in Knowledge Management and Organization from the Graduate Program in Knowledge Management and Organization (PPG-GOC) at the Federal University of Minas Gerais (UFMG) (2021), a Master's degree in Information Science from the UFMG School of Information Science (2016), a Graduate Specialization in Strategic Information Management from the same institution (2013), and a Bachelor's degree in Library and Information Science from UFMG (2005). During her master's studies, she was awarded a DAAD (German Academic Exchange Service) Winterkurs scholarship and completed an intensive German language course in Düsseldorf, Germany (2015).
From 2005 to 2016, she worked as a Clinical Librarian at the Center for Quality and Institutional Assessment (CQAI), providing information services to the Oncology Departments of Santa Casa de Belo Horizonte and Hospital Belo Horizonte. During this period, she also served as Coordinator of the Hospital Cancer Registry at Hospital Belo Horizonte/CQAI. She was a member of the Scientific Council of the House of Support for Children and Adolescents with Cancer (AURA) (2017–2019), served on the Regional Council of Librarianship (CRB-6) (2018–2020), and was an UpToDate facilitator, promoting evidence-based medicine at Hospital Felício Rocho. She also worked as a Clinical Librarian at the Health Sciences Center/Center for Studies of Hospital Felício Rocho.
She was a member of the Research Group on Knowledge Representation, Ontologies and Language (ReCOL) (2021–2023) and served as Guest Editor for the International Conference on Biomedical Ontologies (ICBO) Direct to Journal Track in collaboration with the Journal of Biomedical Semantics (JBMS).
She is currently a member of the Brazilian Association of Technical Standards (ABNT) Committee CE 021:002.032. She participates in the following research groups: the Center for Studies and Research on Information Resources, Services and Praxis (NERSI); the Research Group on Technologies and Education; and the Research Group on Knowledge Representation, Ontologies and Language (ReCOL). She is also a member of the Information, Affirmative Policies and Outreach Group (INPAEX), the Information Sharing on Digital Platforms Group (CIPLAD), and the Center for Studies in Information Policy and Management.
Since 2016, she has been a member of the Research Ethics Committee of Hospital Felício Rocho, where she has served as Vice-Chair since 2020. She is also the Chair of the Research Ethics Committee at FUMEC University, where she teaches in the undergraduate programs in Business Administration, Aesthetics, and Distance Education, and is a faculty member of the Graduate Program in Information Technology, Communication and Knowledge Management (PPGTICGC).
She is the Editor of the journals Estética em Movimento and Código 31 (Qualis B2). In November 2024, she was invited by a librarian from the National Library of Korea to write an article for the World Library Webzine describing her experience in hospital librarianship. The article, entitled Health Sciences Librarianship in Practice: Experiences from Oncology to a Hospital Library in Brazil, presents her professional experience in oncology and hospital library services.
She has extensive experience in hospital library management, health information retrieval, health databases, health information sources, controlled health vocabularies, biomedical ontologies, systematic, integrative, and scoping reviews, as well as the supervision of undergraduate research projects in Business Administration, Aesthetics, and Computer Graphics. She is also a specialist in scientific research methodology and the standardization of academic publications—including theses, dissertations, monographs, and scientific articles—according to ABNT, Vancouver, and APA guidelines, with a particular focus on the Health Sciences.
Yoris Linhares de Souza, Programa de Pós-Graduação em Administração da Universidade de Brasília (UnB)
He holds a Bachelor's degree in Computer Science from the Pontifical Catholic University of Minas Gerais (PUC Minas) (1995) and a Master's degree in Business Administration. He has extensive experience in Computer Science, with research and professional interests focused on knowledge sharing, risk management, project management, and knowledge management.
Throughout his career, he has worked in several organizations on the development of digital products, work organization, and management. He also provides corporate training and consulting services aimed at improving organizational efficiency and effectiveness, with a particular focus on work processes, management, and leadership.
Ana Luisa Ferreira de Lima Bonifácio, Faculdade de Ciência da Informação da Universidade de Brasília (UnB)
She is an undergraduate student in Library and Information Science at the University of Brasília (UnB). In 2023, she served as a volunteer in the extension project Gamification in Cataloging Education. In 2024, she received a CNPq Undergraduate Research Scholarship for the project Automated Data Harvesting for the University of Brasília Institutional Repository.
She is currently a CNPq Undergraduate Research Fellow. Her current research focuses on data harvesting and data processing in digital repositories.
Jéssica Caroline dos Santos Brito, Faculdade de Ciência da Informação da Universidade de Brasília (UnB)
She is an undergraduate student in Library and Information Science at the University of Brasília (UnB), with experience in the organization, curation, and management of information in both physical and digital collections. Her work includes cataloging, indexing, bibliographic standardization, and document preservation. She also has knowledge of collection management systems and data analysis tools.
Cláudio Vaz Torres, Instituto de Psicologia, Departamento Processos Psicológicos Básicos, Universidade de Brasília (UnB)
He holds a Bachelor's degree in Psychology (1988) and a Master's degree in Psychology (1991) from the University of Brasília (UnB), as well as a Ph.D. in Industrial/Organizational Social Psychology from the California School of Professional Psychology, San Diego, California, USA (1999).
His postdoctoral studies and appointments as a visiting professor have included research projects in Marketing at Griffith University, Australia (2004); Cross-Cultural Research at the University of Sussex, United Kingdom (2009); Cross-Cultural Psychology and Human Values at the Hebrew University of Jerusalem, Israel (2013); Basic Human Values and Aggression at the University of Haifa, Israel (2018); and Police Psychology and Cross-Cultural Research at the University of Baltimore, USA (2022). Throughout these postdoctoral appointments, he developed and validated measurement instruments for cross-cultural research involving Brazilian samples, most notably the Refined Portrait Values Questionnaire (PVQ-RR).
He currently serves as a reviewer for the Journal of Cross-Cultural Psychology (JCCP), the International Journal of Intercultural Relations (IJIR), American Psychologist, Psicologia: Teoria e Prática, and the Brazilian National Association of Graduate Studies and Research in Administration (ANPAD). He is affiliated with the Brazilian National Association for Research and Graduate Studies in Psychology (ANPEPP), where he coordinates the Working Group on Police Psychology and Public Security. He is also a member of the International Association for Cross-Cultural Psychology (IACCP), serving as its Regional Representative for South America.
His research focuses on Cross-Cultural Psychology, with particular emphasis on human values, cultural values, and police psychology. He has also developed interventions for the Brazilian police and public security system.

I got my Ph.D. in Management Sciences from the Doctoral School of Economic and Management Sciences at Aix-Marseille University (AMU, France) and my Ph.D. in Administration with a focus on Innovation and Strategy from the University of Brasília (UnB, Brazil). Completed Post-doctoral research in Behavioral Science, focusing on Public Administration and Public Policies, at the Graduate Program in Behavioral Science of the University of Brasília; Post-doctoral research in Organizational Psychology, focusing on Public Organization Work Teams, at the Graduate Program in Social Work and Organizational Psychology at the University of Brasília; and Post-doctoral research in Public Administration at the Center for Administration and Public Policies of the Higher Institute of Social and Political Sciences of the University of Lisbon (CAPP/ISCSP/ULisboa, Portugal). Holds a Master's degree in Social Psychology, Work, and Organizations from the University of Brasília.
